TOWNSHIP OF COLTS NECK
ARCHITECTURAL REVIEW COMMITTEE
April 24, 2001




Chairperson, Lillian Burry, called the Colts Neck Architectural Review Committee to order at 5:30 p.m. She read the following statement: ÒIn accordance with the provisions of the Open Meeting Law Ð Chapter 21, P.L. 1975 public notice of this meeting was provided in accordance with the Annual Notice procedures (C10: 4-28 of said Act).Ó

PRESENT: Mesdames Burry, Erhardt, Johnson Joline, Hager, and Messrs. Kilbride, Rodetsky, and Stuart
ALSO PRESENT: Mesdames Buck

Mrs. Peggy Joline made a motion to approve the minutes from the March 27, 2001 meeting and this was seconded by Mr. James Stuart.

Planning Board Update

The subdivision on Lakeside was brought before the Planning Board with two proposals, cluster and non-cluster. No decision was made at this time. There was also discussion about the septic systems at Conover Road School.

New Business

Mr. Kelly came before the committee members with plans for Conover Ridge Estates, a major subdivision on Conover Road. Technical Review stated that he should recalculate the plans with the new regulations. Originally, there were four lots and an existing house but by making the lots bigger according to the new ordinance, the plans show three lots and the existing house. The new cul-de-sac would interface with the old one, with the new regulations adhered to. Mr. Kelly then showed renderings of the types of houses he builds. The new subdivision will be between 3,500 Ð 4,500 square feet per house. He is going to scale down the houses because of the new ordinance. All the houses will be colonial, not ranch or contemporary. They will be brick and stone with timberline roofing. Mrs. Peggy Jolene stated, ÒMr. Kelly should come before the Architectural Committee with each new plan, once contracted with the buyer.Ó Mr. Kelly did not agree with this statement, but the committee members agreed unanimously.

Mr. Philip Hodgins came before the committee with plans to build a front porch onto his house. There is a setback problem in the rear and front of the property. The pool is 5 feet closer than it should be. Mrs. Peggy Joline feels the front porch enhances the look of the house. Mr. Hodgins is not adding anything on the ends of the house and he is not moving the house outward. The bottom of the porch will be lattice and he wants columns, either made out of fiberglass or wood. Mr. Hodgins is not sure if he is going to use real cedar or cedar impressions. The committee members unanimously agreed with the plans.

Mrs. Lillian Burry showed site plans for Barclay Farm (Eastmont Orchards), an agricultural subdivision. Mr. David Barclay is reconfiguring the line between his fatherÕs house and his house. There will be 46.5 acres on one property and 51 acres on the other. The Architectural Review Committee members expressed strong support for the Farmland Preservation concept.

Mrs. Lillian Burry showed architectural plans for the proposed two-story addition being added to the existing dwelling on 11 Brandywine Lane. The existing house is 88 feet long while the addition is 22 feet. Due to the 90Õ rule, this addition requires a variance. The rear yard set back is 68.9 feet where 71 feet is required. Mr. James Stuart states, ÒIt is architecturally appealing in looks.Ó Mr. David Rodetsky, resident architect, feels that because of the existing house, Mr. Mark Hall will have a hard time with the 90Õ rule. The members feel the main concern is the depth of the house, the rear yard setback. The committee members will take a look at the house and inform Mrs. Burry of their opinions.

The Architectural Review Committee feels the building department should advise the members of any plans that are submitted for building permits that the committee has not yet reviewed for approval. Mrs. Judy Erhardt made a motion to approve this decision and Mrs. Peggy Joline seconded this motion. A letter will be written by Chairperson Burry making said request.

The meeting was adjourned at 6:30 PM; Mrs. Peggy Joline move the motion to adjourn and this was seconded by Mrs. Judy Erhardt.

The next meeting will be held on Tuesday, June 26,2001 at 5:30 PM at Town Hall.
