COLTS NECK ENVIRONMENTAL COMMISSION
MEETING OF MONDAY, January 10, 2000
MINUTES

Call to Order
- The Commission meeting was called to order by Chairman Domidion at 8:15 p.m.
Roll Call
- Quorum Present (there were 9 members and associates present).
Open Forum
- Mr. Domidion formally introduced Anthony Wagar as a new member to the Colts Neck Environmental Commission.
- Mr. & Mrs. Sheehy and Mr. & Mrs. Spinella were present at the meeting to discuss their concern over the upcoming "Conover Road School Building" referendum which will be voted on at the end of this month. Mr. & Mrs. Sheehy own the historic home located on Conover Road in between the firehouse and the tennis courts; and Mr. & Mrs. Spinella own the home located on "Big Brook Farms," also located on Conover Road. Mr. and Mrs. Sheehy, who are new to Colts Neck and have recently purchased this home (approximately 6 months ago), are concerned about the schools proposed development, improvements, design and its proximity to their property boundaries. The Spinellas are also concerned for similar reasons. Theyve met with many different committees and organizations within and outside of Colts Neck to discuss the issues and present their views. They requested that we evaluate any environmental impact the proposed development may have.
Subsequent to this presentation, the Commission unanimously decided that Mr. Domidion would prepare a letter which states the concerns strictly from an environmental standpoint; i.e., open space preservation, impervious cover and runoff issues (large building cover area and 107 more parking spaces), and proximity to stream.
Liaison Report
- Committeeman Hennessey will officially serve as a liaison between the Environmental Commission and Township Committee as well as to the Shade Tree Commission, Parks and Recreation Committee and Board of Health.
Planning Board
- There is excessive lighting at the new shopping center located on the corner of Rte. 34 & 537. Mr. Domidion will write a letter to the Planning Board to address this issue and inquire as to whether or not the lights installed actually meet the specifications identified in the plans that were originally approved.
- The Environmental Commission was very happy with the end result of application # 518B Block: 21.06 Lot: 9/1. The only concern that should be addressed is preservation of an American chestnut tree via an easement on the property.
- The Planning Board is reviewing a plan to change the Gulf sign to a Sunoco sign. Based upon the drawings, the new sign appears to be a little bit larger. The Commission is also interested in whether the underground storage tanks at this location have been upgraded, are in compliance with the current tank regulations and whether any have been removed or abandoned. Also, there was a concern with regard to the potential environmental impact associated with the staging of automobiles in the back lot area where they are in direct contact with the soil. Mr. Domision will write a letter to inquire whether the size of the sign exceeds the local ordinance; if the underground storage tanks at this location are in compliance with the NJDEP; and regarding the staging of automobiles over soil.
- No comments were offered for application # 548 Block: 48 Lot: 38
- Subdivision for Block: 29.13 Lot: 16.02 proposes two flag lot properties with a shared driveway. The Commission favors this plan since it minimizes curb cut and clearing.
Old Business:
- Former Chairman of the Environmental Commission, Lee Lemar passed away during the past year. His wife also passed away about that time. The Commission will send a sympathy card to the surviving family.
New Business
- The Commission discussed the idea of trying to change the current review procedures and time frames. The Environmental Commission needs adequate time to review items that come before the Planning Board. A multi-commission/board procedure that would enable committees adequate review time/comment period may be reviewed.
