MEETING OF JANUARY 7, 2002
MINUTES
Present: Vincent Domidion, Carol Goubeaud, Thomas Hennessy, David Kostka,
Anthony Wagar, John Vig, Marie Goubeaud, Diana Goubeaud, Mary Massey and Shannon
Merrigan.
Absent: Fred Heyer and Gisela Anderl.
Mr. Domidion called the meeting to order at 8:02 p.m., reading the following
statement: In accordance with the provisions of the Open Public Meeting
Act, P.L. 1975, Chapter 231, public notice of this meeting has been provided
by publication of an annual notice in the Asbury Park Press and posting of this
notice on the bulletin board at town hall.
Minutes of the December 6, 2001 meeting were reviewed and approved on a motion
made by Vince Domidion and a second by Carol Goubeaud.
LIAISON REPORT
Mr. Hennessey had nothing new to report.
PLANNING BOARD
The following Planning Board Applications were discussed:
PB #532A Shadow Isle Country Club B 46 L 17.02
Spatial Design was given preliminary approval on this application based on involvement
of the Commission, which to date they have not pursued. The plans submitted
have no indication of species or calipers. Spatial Design has to submit a key
to the existing plans or resubmit with necessary changes. Mr. Domidion will
draft a memo to the Planning Board regarding the content of the plans submitted
and advising that no further approvals should be given without Spatials
cooperation with the Commission.
PB #556: Eyres
As a summary comment to this application, it was decided that Mr. Domidion would
prepare a memo regarding the buffer issues present. It appears that the buffer
for the stream on the eastern side of Mercer Road does not meet the ordinance
requirements of 150 feet.
OLD BUSINESS
Shade Tree Ordinances: Ms. Massey distributed copies of draft ordinances that
she has prepared; one for Tree Removal and one for Steep Slope. The Steep Slope
ordinance was left to discuss at another time, but lengthy discussion ensued
regarding the Tree Removal ordinance. It was agreed by the group that the main
goals trying to be accomplished by the ordinance were; a) To protect the large
trees on the Monmouth County species list; b) Preserve the streetscapes and;
c) to eliminate clear-cutting by developers. To this end, all members agreed
to review the draft and come to the next meeting prepared with additional comments.
A motion to authorize Mary to expend up to $100 was offered by Anthony Wagar
and seconded by Thomas Hennessey, and unanimously carried. This will allow Mary
to access the Ordinance.com records on the internet to get copies
of additional local ordinances from which to derive future drafts.
Area 12: Vince gave a brief synopsis of the Executive Committee meeting that
he attended in December. He noted that the Committee is concerned about a possible
loss of funding under the new government.
NEW BUSINESS
A new Planning Board Application was presented to the Group:
PB 578 Sorsby B46 L 1.15 3 Westbury Place
The owner submitted plans to install a tennis court on their property. The tennis
court exceeds the impervious material lot coverage of 15% requirement. The tennis
court would cover 20% . The group agreed that guidelines must be maintained
and agreed that the Commission would recommend rejecting the plans as proposed.As
a result of discussions from the December meeting, Vince prepared and distributed
draft copies of memos to the Township Committee [regarding the Flag Lot issue]
and to the Planning Board [regarding Cell Towers]. The group reviewed and discussed.
With recommended changes, the group agreed that the memos should be issued [copies
attached].
CORRESPONDENCE
With no further business to conduct, on a motion by Carol Goubeaud and a second
by John Vig, the meeting adjourned at 10:20. The next scheduled meeting is for
Monday,
February 4, 2002.
