COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF MAY 1, 2000
MINUTES

Mr. Domidion called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

In the minutes of April 3, 2000, lot number for Lunvan application should be 20, not 70. Mr. Vig requested that all recommendations be bolded on memos to the Planning Board. On a motion by Mr. Vig and seconded by Mr. Rodetsky, the minutes of April 3, 2000 were accepted with the correction.

LIAISON REPORT

Mr. Hennessy reported that serious septic problems have arisen at the Orchards Shopping Center and that the New Jersey Department of Environmental Protection has issued notice of violation. Mr. McBride said that the operator of the treatment plant caused the batch separator to cease functioning. Sewage is temporarily being removed by truck, and no new certificates of occupancy will be issued until repairs are complete. Mr. Domidion remarked that Mrs. Massey told him that the Bagel Shop claims that they do not recycle. This will be brought to the attention of County solid waste authorities.

Mr. Hennessey announced that Tim Anfuso will become the full time planner for the Township. He also thanked Mr. Domidion for creating a graphic map of open space in the Township for use at the Environmental Fair at St. MaryÕs.

PLANNING BOARD

Mr. Domidion will arrange a site visit along with Bill James, contract purchaser, to Skyline View Estates, Block 34, Lots 8, 9 & 21, on Muhlenbrink Road (PB #550) line. Three building lots are proposed, with the addition of a small portion of Lot 21 onto Lot 8 in order to meet bulk requirements for size. This would create a long narrow lot extension behind two residential lots, and force placement of residential footprints extremely close to the buffer line. Developer does not wish to install fencing at the buffer line. The subdivision as shown would further split two zones, A-3 and A-1, in order to meet bulk requirements. Subdivision into two lots instead of three would eliminate these problems, and create lots which both conform to bulk requirements and adequately address environmental constraints.

Mr. Rodetsky suggested that metes and bounds descriptions, and not only drawings, be required for easements. This will be pursued.

Two River Engineering re-submitted the application for site plan for office building on Route 34, Block 48, Lot 10 (PB #552). In order to now include the basement as rental office space, they are required to add 22 parking spaces. The Planning Board should assure that this enlarged plan is not in conflict with the overall plan for the business access road parallel to Route 34.

OLD BUSINESS

Mr. Hennessy reported that John Bennett has inquired about the shade tree ordinance, and that he also continues to press for passage of an ordinance. Meanwhile, several trees were removed from Route 34 to create access to a planned pumpkin patch behind BrockÕs. He further reported that a conceptual plan for correcting encroachments on greenways has been presented to the Township Committee. Residents will be given adequate notice to remove structures such as sheds from the easements, and it will be enforced if cooperation is not forthcoming. This may require some walking.

Mr. Domidion reported that interagency coordination is waiting for Larry HarrisÕ recovery. There was nothing new to report regarding natural heritage mapping. He further reported that he spoke with Dave Ely, the NWS Earle liaison with the Township, and that an order has been issued to correct drainage inadequacies under Normandy Road at Lakeside. He also mentioned that the Township has paid the voucher which was submitted two years ago for water testing supplies for St. MaryÕs water testing team.

Mrs. Anderl remarked that Hockhockson Brook upstream of Hockhockson Road was once badly silted and needed maintenance. Mr. Domidion replied that the Mosquito Exterminating Commission has been extremely busy spraying against mosquitoes, which might bear the West Nile virus.

NEW BUSINESS

Mr. Domidion reported on Area 12, the regulatory process of the 1997 Watershed Management Act. It is designed to minimize development impacts on water quality.

The Monmouth County library has a new web site, www.monmouth.lib.nj.us, where the entire library catalog can be accessed. There is a link to there from the Colts Neck Township web site.

CORRESPONDENCE

Mr. Wagar presented a flyer for GIS (ARC) training at Rutgers this summer. Mr. Domidion stated that the County will train two people in ARC at Brookdale, gratis.

On a motion by Mr. Vig, seconded by Mr. Fitzpatrick, the meeting adjourned at 9:45 PM. The next meeting is scheduled for Monday, June 5, 2000.
