COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF APRIL 30, 2001
MINUTES

Present: Vince Domidion, Carol Goubeaud, Thomas Hennessy. Associates: Tricia Anderson, Marie Goubeaud, Mary Massey. Absent: Fred Heyer, John Vig, Anthony Wagar, Frank Fitzpatrick. Associates: Donald Crane Joseph DePierro, David Paddock David Rodetsky.

An informal meeting was held commencing at 8:10 PM due to the lack of a full quorum. A motion for the acceptance of last months meeting was deferred to the following month.

LIASON REPORT

Mr. Hennessey reported on St. Mary's Parish Environmental Fair that was held on Sunday, April 29, 2001.

PLANNING BOARD

Planning Board Application #568 (Block 5, Lot 1, Eagles Nest), proposes a major sub-division. Mr. Hennessey questioned the "build-out" analysis. Mr. Domidion stated that this property requires a frontal variance. Planning Board may give frontal and not require a "put in" of the road. Mr. Domidion suggested that we should ask for a buffering of more than is required. Mr. Hennessy asked if the new driveway would be for only one home? Mr. Domidion responded "yes", and that there is only one home on the property as of now. He also stated that if this is granted, since the water table is so high, it is likely there is only the capacity for the one additional lot.

Planning Board Application for Galloping Hill Estates (Route 537 and Lakeside) was discussed. Mr. Domidion, in reviewing the plans, suggested that three lots be made instead of four. One of the three lots would be a farm. He also stated that environmentally there is not a lot to say, and that the creation of a peninsula effect is not a good idea. Committeeman Hennessy suggested that the Public Safety Officer should take a look at all of the roads involved. Mr. Domidion stated that adequate soil testing needs to be done. He also doesn't think that a precedent should be set, by allowing a home to be placed on a peninsula. A traffic light may be needed at this corner now.

A letter from AJ Garito was received, stating that the Eyers property has been staked out on Matthew and Mercer Roads, for 27 new homes.

OLD BUSINESS

A discussion concerning the Shade Tree Ordinance and other ordinances was held. The Tree Removal Ordinance and Street Scape Ordinance that prohibits native vegetation within 25 feet of property. The rational needs to be developed. Committeeman Hennessy discussed that he would like to place in a newsletter that violators of greenways will be sited. Mr. Domidion stated that he would like to see a quarterly newsletter. Committeeman Hennessey also discussed the "Watershed Representation" for area 12.

Mr. Domidion discussed the "heritage mapping" and stated that the GIS, County Shade Tree, Planning Board and Historical Preservation are all involved. He discussed how the mapping project might be used to update the Master Plan. He would like to place this on the Internet.

NEW BUSINESS

Mr. Hennessy discussed the Marlboro Environmental Day. Fossils from Big Brook, and other areas, were displayed. Mr. Domidion discussed his tour of Navel Weapons Station Earls with Mr. Greg Gepfort. Remediation sites and two landfills that were sealed and capped were viewed. Mr. Domidion would like to have Mr. Gepfort on the Environmental agenda sometime in the near future.

Articles in the Asbury Park Press, concerning arsenic, and the New York Times, concerning plant identification, were discussed.

CORRESPONDENCE

A letter from Two River Eng. Concerning the walk of the Eyers property was received.

A letter from NJ Comparative Risk, concerning "priorities; what matters more when comparing environmental threats?"

A meeting of the GIS will be held on May 3, 2001.

Invitation received for the Marlboro event.

On a motion by Committeeman Hennessey, seconded by Carol Goubeaud, the meeting adjourned at 10:00. The next scheduled meeting is for Monday, June 4, 2001.
