the meeting to order at 8:05, reading the following statement: In accordance
with the provisions of the Open Public Meeting Act, P.L. 1975 Chapter 231, public
notice of this meeting has been provided by publication of an annual notice
in the Asbury Park Press and posting of this notice on the bulletin board at
town hall.
Minutes of April 1, 2002 meeting were reviewed, discussed and approved with
amendments. Approval motion made by Jon Vig and seconded by Anthony Wagar.
PLANNING BOARD
The following new Planning Board Applications were discussed:
Informal Hearing/ SETA B 48 L 5, 39, 40
Lifestyle Shopping Center This is a proposed shopping center to
be constructed on Route 34 N across from Delicious Orchards. The matter is in
the very early planning stages, and thus no formal application has been made
to the Planning Board. It will likely present some traffic issues, but appears
to be a designated permitted use. As there are no Environmental issues presented,
a standard no comment form will be issued to the Planning Board. [copy attached]

The applicant resubmitted its prior application in order to change the type/size
of sign on the building. They needed a variance as the size of the sign was
irregular. As there are no Environmental issues presented, a standard no comment
form will be issued to the Planning Board. [copy attached]

Applicant requesting variance for structures to be installed on property in
existing setbacks. As there are no Environmental issues presented, a standard
no comment form will be issued to the Planning Board. [copy attached]

Unmanned facility. Applicant requests permission to install additional antenna
on existing structure. As there are no Environmental issues presented, a standard
no comment form will be issued to the Planning Board. [copy attached]

Previous application approved. No indication of any changes. As there are no
Environmental issues presented, a standard no comment form will be issued to
the Planning Board. [copy attached]
OLD BUSINESS
Watershed Management Group: Mr. Domidion advised that there has been a good
response to the hosting of a meeting for the group. Mr. Domidion will schedule
the date of the meeting and the members of the Environmental Commission will
be notified of the date. This matter is currently being held up due to NJDEP
financial constraints.
Tree Ordinance: Ms. D. Goubeaud advised the group that she had presented the
draft ordinance to the Shade Tree Commission at their meeting, and they had
some jurisdictional concerns regarding this group working on a proposed Tree
Ordinance. Mr. Domidion advised that this matter was brought to the Environmental
Commissions attention by the liaison, Mr. Hennessey. Ms. C. Goubeaud requested
that some type of written communication be drafted to the Shade Tree Commission
in order to make the circumstances clear. Mr. Domidion proposed that he make
contact with the Shade Tree Commission in order to dispel any misunderstandings.
Water Testing: Ms. C. Goubeaud advised that she had been in attendance at the
water testing that took place on 5/4/02, and it reported that the nitrate and
phosphate levels had increased. This is likely a result of Spring fertilization,
which is underway. She noted that the increased levels are likely due to excessive
run-off as most residents do not test their soils/lawns to see what nutrients
are lacking. She also reported that there was more water in the streams on the
4/6/02 testing date than on the 5/4/02 testing, but that the reservoirs are
at a lower level.
CORRESPONDENCE
A letter requesting assistance from the Commission was received from a resident,
Ms. Mary Ellen Griffin. She advised that the farm next to her property has begun
using air cannons to ward off birds. Reportedly the cannons fire three times
every six minutes for hours without break. It was discussed that the Monmouth
County Agricultural Board has jurisdiction over this matter, and that they had
reportedly found no problem with the current situation. Ms. Massey advised that
she would perform some research to see if there was an avenue via which the
Commission could lend Ms. Griffin some support.With no further business to conduct,
on a motion by Mr. Vig and a second by Mr. Kostka, the meeting was adjourned
at 10:10. The next scheduled meeting is set for Monday June 3, 2002 at 8pm.
