COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF JUNE 4, 2001
MINUTES

Present: Vince Domidion, Carol Goubeaud, Thomas Hennessy. Associates: Tricia Anderson, Marie Goubeaud, Mary Massey, and Shannon Merrigan. Absent: Fred Heyer, John Vig, Anthony Wagar, and Frank Fitzpatrick. Associates: Donald Crane, Joseph DePierro, David Paddock, David Rodetsky, Gisela Anderl, Diana Goubeaud.

An informal meeting was held commencing at 8:00 PM due to the lack of a full quorum. A motion for the acceptance of last months meeting was deferred to the following month.

LIASON REPORT

Mr. Hennessey reported on the Swimming River Reservoir. The Township Committee wrote a letter concerning its potential use.

PLANNING BOARD

Mr. Domidion spoke regarding the Eyers' property, which will be the first property in dealing with "septic rates" (more than six units-use of 2000 gallons). This property contains many problematic soils. Mr. Domidion to speak with AJ Garito. Waiting for DEP. The Eyers property will be one of the first that deals with this new process.

Planning Board Application #569 (Block 17. Lot 10.9. Flock Farm), deals with a tennis court on the Colts Neck Country Club. Environmentally this should be opposed due to exceeding the impervious cover standard by almost 1/3. Mr. Domidion will draft a memo.

Planning Board Application (Block 48, Lot 8, Routs 34), Colts Neck Business Park consists of 4,000 Sq. Ft. retail space and 12,000 Sq. Ft. office space. The commission viewed the design drafted by Brookdale Community College students that was presented before the Township Committee. Committeeman Hennessy stated that there will be x number of square feet per building. Mr. Domidion thinks we need to get out and look at this property. Marie Goubeaud asked if the buildings would look like office buildings or houses? Mr. Domidion stated that was not shown on the blue prints. After a site visit a memo will be written by Mr. Domidion.

Planning Board Application #568 (Block 5, Lot 1, Eagles Nest), new prints that were handed in were the same as the old prints. Nothing done at this time.

Planning Board Application #574 (Block 46, Lot's 13 & 14, The Orchards) wants to add 26 more parking places. Also, want to remove a large oak tree in order to add four more parking spaces. Mr. Domidion stated that there is a formula for depicting the number of parking spaces needed per building. Mary Massey stated that the whole second floor is still vacant. Mr. Domidion pointed out that two large holly trees were supposedly relocated. Where have they been relocated? The Commission is totally against the expansion of parking spaces. Mr. Domidion intends to find out where the Hollies have been relocated. A memo will be written when timely.

Interagency Coordination- Mr. Domidion is also working with the Freehold Soil Conservation District on a project to establish the "official name" (earlier given name versus most popular or common name), of the sub-HOC14 watersheds on Colts Neck. He will provide the Commission with a proposed list. Mr. Domidion discussed money that may be received from Corporate Business Tex - section creating watershed management groups.

OLD BUSINESS

Mr. Domidion discussed the "heritage mapping" and explained a project that he is working on that brings the Colts Neck Tax Map all to a standard scale (approx. 400 scale). In his explanation Mr. Domidion pointed out that municipal boundaries from the laws of 1693 were used in this GIS mapping process. Triangles marked Monmouth County "historical sights" while circles marked "municipal historical sights". Mr. Domidion further showed the 1851 Lightfoot Map, the 1961 Original Master Plan for Colts Neck Township, and how in 1997 new roads and parks were included. Mr. Domidion stated that there are two sides to this mapping - the natural/environmental side and the tax map (lot lines, jurisdictional). Mr. Domidion stated that in order to get the correct boundaries, we need to do field work and involve other agencies. Mr. Hennessy stated that the newsletter that the Commission discussed last meeting would have to be postponed. Mr. Domidion thinks that there should only be four quarterly newsletters.

Carol Goubeaud discussed water testing (base line) and stated that this is now in its fourth year.

NEW BUSINESS

Articles in the Asbury Park Press, concerning sub-water shed plans (testing of water).

Regionalizing Water Shed Management.

Develop a questionnaire to be distributed in the High School (Environmental Survey)

On a motion by Committeeman Hennessey, seconded by Carol Goubeaud, the meeting adjourned at 10:00. The next scheduled meeting is for Monday, July 2, 2001.
