MEETING OF JULY 3, 2000
MINUTES
Mr. Domidion called the meeting to order at 8:05 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)
The minutes of June 5, 2000 were accepted as submitted.
LIAISON REPORT
Mayor Mike Southcott has resigned because he is moving to Alaska. His replacement will be chosen by the district committee.
PLANNING BOARD
There were no new applications or revisions. The heliport at Swimming River Road and County Route 537 has been remanded by the court, and will be heard on July 11, 2000. The Goubeauds reported that the noise from helicopters landing at Due Process is very loud, and that they fly so low that their numbers can be read from the ground.
OLD BUSINESS
Interagency coordination should get underway with the appointment of Jim Schatzle as new Board of Health chairman. Mr. Domidion will map trees this summer as part of natural heritage mapping. Everyone else is encouraged to participate in this endeavor. The Boy Scouts have created a new trail at Schlessinger Preserve from the point of the horseshoe trail over to the Big Brook Preserve. Trails at Schlessinger now total 0.66 miles, with dramatic changes in vegetation over a very short distance.
Mr. Domidion, after speaking with Vikki Thompson of the Mosquito Exterminating Commission and Dave Ely of N.W.S. Earle, located a 1944 print of the drainage system under Normandy Road near Lakeside Avenue. The low point is set at 25 feet, and the water is set at 30 feet. The water being the same elevation on each side of the road indicates that the drainage system is operating.
Planner Tim Anfuso agrees that easements should be set by metes and bounds. Mr. Domidion will have Mr. Rodetsky contact Mr. Anfuso to discuss this further.
Ms. Goubeaud reported that the water testing team found increased nitrate levels, in the area of 9.9 ppm, again in Trout Brook at Richdale Road, downstream of a pond frequented by geese. Mr. Domidion suggested also testing upstream of the pond.
The Area 12 Congress met June 29. The six areas of the Congress are based on the Monmouth County Planning Board Environmental Councils. However, the Navesink includes both lower Navesink, which is estuary, and the Swimming River, which is water supply watershed. At the request of Mr. Domidion and Mr. Hennessy, Swimming River watershed, which consists primarily of Colts Neck, Holmdel and Marlboro, will become a separate area. Mr. Hennessy will chair this group. The Congress has a new commission on open space, which is interested in linking the greenways of different municipalities. Mr. Domidion will volunteer to serve on that committee to represent the point of view that greenways have an environmental function, especially in sensitive areas, and not all greenways are suitable for access.
