LIASON REPORT
Nothing new at this time to report.
PLANNING BOARD
Mr. DeFalco was present for Planning Board Application #570 (Block 8, Lot 6), Conover Ridge Est. Mr. DeFalco explained the project to consist of three new homes and one home presently on the property. Mr.DeFalco stated that presently there is a large White Oak tree on the premises that he would like to preserve. Mr. Domidion asked if there were any variances? Mr. DeFalco stated that there are issues concerning the barn and dry well; however, there are no variances on new lots. Mr. Domidion asked where the wetlands drain? Mr. DeFalco stated that there is piping under Route 34. Mr. Domidion stated that the highway would be responsible for maintaining the drainage; however, the drainage is not listed on the map shown to the Commission. Mr. Domidion stated that it would be useful to place on the map. Memo to be completed for acceptance. Conditions regarding easement around the White Oak Tree and drainage located under Route 34 to be incorporated into memo.
Investors Savings - Route 34- are requesting permission to expand with an additional drive thru lane (8' out onto grass). Memo to be issued stating that there will be no adverse environmental impact noted.
Planning Board Application #556 (Block 43, Lot's 11,14,18,19 & 20. Block 44, Lot's 11 & 12, Block 45 Lot's 5, 5.1 & 5.2) Eyers Property. Mr. Domidion suggested scheduling an "on-sight" walk of the property with Ms. McGowan and Mr. Garito. Mr. Domidion explained the plans and how it involves the County Golf Course. Mr. Hennessy discussed the approval of building a road where the cul-de-sac will be cross wetlands. He suggested keeping as a dirt road to go from the High School to Matthews Road. Mr. Domidion discussed land being placed into Farmland Preservation. Mr. Hennesey stated that because of wetlands, certain areas there couldn't be farmed. Right now, consider only as Open Space. Ms. Goubeaud asked if they were putting in three roads? Mr. Domidion stated yes, two of which are to be cul-de-sacs. Any member able to attend the "on-sight" walk will commence on Thursday, July 5, 2001, at 3:00 PM on Matthews Road.
Mr. Domidion discussed a memo from Mr. Tim Anfuso, which stated that there are to be no "contingent approvals", and that things are needed into the Planning Board in a more timely fashion. Mr. Domidion then read a resolution on procedure process for the applicants. Mr. Vig asked if we have the authority to use the word "requires"? Mr. Domidion stated that he believes that the Commission may make that rule. John Vig offered the resolution to approve, seconded by Carol Goubeaud, it was unanimously carried.
OLD BUSINESS
Mr. Domidion discussed a meeting that he held concerning "Natural Heritage Mapping" at which Mr.Anfuso attend. Names are to be given to different places on the map. These names given are to be associated with an actual stream. If there are no streams nearby, then something familiar to the location should be used. Mr. Domidion handed out copies of the map under discussion. Mr. Vig asked what defines the boundaries between 18 and 19? Mr. Domidion explained that there is a sub-divide (Upper Yellow Brook and Miry Bog), a natural divide. The Commission decided that this "naming process" all sounds good and should now move forward to the Governing Body for their review.
Mr. Hennessy discussed "Greenways" and stated that he will write a "blurb" to place into next newsletter. Mr. Domidion stated that we need to educate the people. Mr. Hennesy stated that violations would be given in the winter. Mr. Domidion discussed "native things to plant". Encourage native grasslands, and encourage hardwood forest. Mr. Hennesy asked how do we delineate what should be removed and what may stay? Mr. Domidion stated that going into the field and spray painting or tagging does this.
Concerning the EIA, both Mr. Domidion and Planning Board Chairman Mr. Crossan felt that it needs to be strengthened.
Mr. Domidion stated that a $75,000.00 grant has been handed out to do more GIS work as part of the area 12 process.
NEW BUSINESS
Mr. Domidion stated that Mr. Fitzpatrick needs to be replaced. He explained to the Commission that if you lose an Environmental seat, you must also leave Planning Board. Mr. Domidion will generate a memo.
Ms. Goubeaud stated that water samples are consistent. Need to do a five-year study to get a base line.

On a motion by John Vig, seconded by Carol Goubeaud, the meeting adjourned at 10:05. The next scheduled meeting is for Monday, August 6, 2001.
