Mr. Domidion called the meeting to order at 8:20, reading the following statement:
In accordance with the provisions of the Open Public Meeting Act, P.L.
1975 Chapter 231, public notice of this meeting has been provided by publication
of an annual notice in the Asbury Park Press and posting of this notice on the
bulletin board at town hall.
Minutes of June 3, 2002 meeting were reviewed, discussed and approved. Approval
motion made by Mr. Hennessey and seconded by Mr. Kostka.
LIAISON REPORT
Mr. Hennessey advised that the new Code Enforcement Officer [CEO] has been hired
and is expected to begin working in mid-July. Mr. Sal Milazzo, a former Planning
Board member, has been retained for the position. He has been hired for a 19-hour
workweek. Mr. Hennessey reiterated his proposal that the group commit to constructing
a list of the GIS maps for the CEO to use and familiarize himself with.
Mr. Hennessey advised that he had investigated the fine schedule in the Township
Ordinance, and the fines are of a cumulative and increasing nature. The group
wondered if this schedule of fines is in fact used.
PLANNING BOARD
The following Planning Board Applications were discussed:
PB 579 Sorsby B 46/L1.15 Westbury Place
Mr. Kostka advised that the Planning Board had rejected the plans as seen last
month by the Commission. The denial was based upon lot coverage issues as raised
by the Commission.
PB 589 Clar/ Mar Farms B39/L 11 Corner of Rt. 537 & Lakeside Ave
This plan is subdivision in anticipation of future development. The property
is 20.47 acres in its current state. As the Commission reviewed and found no
environmental impacts apparent, they agreed to issue the standard no comment
form.
OLD BUSINESS
Tree Ordinance: Mr. Domidion and Ms. Massey met in their sub-committee and reviewed
the Rumson Ordinance. They obtained some useful ideas from it and will coordinate
with their ideas. Mr. Domidion advised that Rumson has a Tree Officer who is
in charge of enforcing their Ordinance, as Rumson is home to many specimen trees
brought from overseas on early ship captains.
Area 12 Water Management: Mr. Domidion reported that there has still been no
approval to release the $200,000 in order to fund the writing of the Plan.
CORRESPONDENCE
As a result of discussion regarding lot coverage on a number of the plans reviewed
at the June meeting, it was decided that Mr. Domidion would prepare a memo to
the Planning Board submitting that lot coverage issues need to be re-addressed.
Mr. Domidion advised that he had discussed it with the Township Planner, Tim
Anfuso to determine if the issue was one that the Commission should pursue.
It was left undecided. With no further business to conduct, on a motion by Anthony
Wagar and a second by John Vig, the meeting was adjourned at 9:08. The next
scheduled meeting is set for Monday August 5, 2002 at 8pm.
