COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF AUGUST 28, 2000
MINUTES

Mr. Domidion called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

On a motion by Mr. Rodetsky and seconded by Mr. Domidion, the minutes of July 31, 2000 were accepted as submitted.

LIAISON REPORT

Mr. Hennessy reported that Ben Forester has been appointed to the Township Committee to replace Michael Southcott, and to the Board of Adjustment.

PLANNING BOARD

P.B. application #555, Block 9, Lot 3.03, is a minor site plan for Goel for a greenhouse and a pool with deck on Cross Road. No adverse environmental impacts were noted.

P.B. application #530, Block 48, Lot 2, revisions to a site plan for ÒReilly/Lasamanna Realty on Route 34 proposes a building with a retail operation in the front, storage in the middle, and a garage and two offices in the back. No adverse environmental impacts were noted.

P.B. application #525, Block 48, Lot 44 is a site plan for Folio Art Glass and Mulberry Market on Route 34, for an addition to existing retail structure, and a new office building in the rear of the property. The property is high and dry, vegetation consist of inconsequential weedy species, and drains towards the golf course behind it. No adverse environmental impacts were noted.

B.A. application #477-A, Block 4, Lot 17.03, is a site plan for two office buildings for Fairway Professional which proposes realignment of Leland Road, including the jughandle for the proposed access road behind Route 34 on the opposite side of the road. No adverse environmental impacts were noted.

P.B. application #539A, Block 53, Lot 20 is a subdivision with four building lots and one greenway lot for Lunvan Properties. This will require site inspection to check for adequate buffering of the stream corridor. The property is currently extensively planted as nursery. Mr. Domidion will speak to Tim Anfuso about having the property appropriately flagged before the visit. This site will probably be inspected the same day as a re-visit to Cowdrey Woods on County Route 537 and Hockhockson Road, which is being heard by the Board of Adjustment on September 22.

OLD BUSINESS

There has been minimal activity on shade tree ordinance, interagency coordination and E.I.A. Mr. Domidion has been mentally cataloguing specimen trees for natural heritage mapping, and wants the members to visit these trees with him.

Mr. Rodetsky spoke with Tim Anfuso regarding requirement for metes and bounds description of easements. Mr. Anfuso told him that he currently follows the requirement that these be shown only on the final plans, not on the preliminary.

Mr. Hennessy presented aerial G.I.S. maps drawn by Glenn Gerken, for RiverÕs Edge, Brandywine and Beaver Road, which demonstrate significant encroachment onto greenways by several property owners. Once the entire Township is mapped, a notice will be published in the Township newsletter advising all residents of a 6 month grace period for removal of all encroachments. Residents will be encouraged to call Township Hall with questions. Enforcement will begin after six months. All encroachments into actual greenways must be removed. All bulk requirement issues must be addressed by applications for variances. Mr. Domidion suggested that this be discussed with the water company, as there are encroachments onto water company property.

Mr. Domidion reported that the Area 12 executive committee met today to work on a budget. The state has granted $300,000 for the first two years of the program. The first check will be delivered at a ceremony tomorrow.

Mrs. Suzanne Cooper, a teacher of seventh and eighth grade at Cedar Drive School, described her efforts in incorporating dynamics of watersheds and water quality into her curriculum. She and her students are part of the county water testing program. She will report back to her class on the business of the Environmental Commission.

Mr. Wager presented information on continuing professional education at Cook College.

On a motion by Mr. Rodetsky, seconded by Mr. Fitzpatrick, the meeting adjourned at 9:35 PM. The next meeting is scheduled for Monday, October 2, 2000.
