COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF MONDAY, SEPTEMBER 28, 1999
MINUTES

Mr. Hennessy called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

LIAISON REPORT

Mrs. Burry reported that an ordinance prohibiting helipads in the Township was introduced on the first reading. The second reading was on September 28.

The Big Brook ordinance passed on public hearing. Appropriate signage needs to be put in place soon. Several buses were seen at Big Brook this weekend, and a "professional" screener was seen at Freer Preserve. Notice of the ordinance will be sent to the Asbury Park Press.

Mrs. Burry agreed to add Mr. Rodetsky to the Architectural Review Board. The design submitted by Commerce Bank was not acceptable to the Board.

A committee has been appointed, headed by Bill McBride, to study local aquifers for quality, quantity, and impacts of development. Mrs. Burry, Al Yodakis, Vince Domidion and Larry Harris, a well driller, are on the committee. Mr. McBride, Mr. Domidion and Mr. Harris are also members of the Monmouth County Water Resources Authority. Some very shallow (35’ deep) wells have dried up, but it is thought that this is due to the recent drought, and not because of an excess of wells.

PLANNING BOARD

A new print was received for Block 50.04, Lot 4, at the end of Ramapo Court. The developer had been requested to show the large oak on the plans, but has not done so. The application is to be heard on September 14. A second request will be made to show the oak on the plans, and a request to flag the wetlands buffer, so the site can be revisited. The old Van Kirk house is shown on the plans, and it should be determined whether this house is listed on the National Register of Historic Places

OLD BUSINESS

The Shade Tree Commission has been working on a shade tree ordinance. The Commission will offer assistance by obtaining sample shade tree ordinances. Among many others, a 300 year old split leaf beech at Long Lane Farm should be protected.

Mr. Hennessy submitted to the Ordinance Committee a suggested steep slopes ordinance, based on stream corridors and flood plains. The Committee voiced concern that the ordinance might somehow adversely affect farmers, although traditionally crops are not planted on steep slopes.

The Ordinance Committee will also consider an ordinance reducing ambient lighting from a glare to a glow, and a stricter sign ordinance.
