COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF OCTOBER 2, 2000
MINUTES

Mr. Domidion called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

On a motion by Mr. Rodetsky and seconded by Mr. Domidion, the minutes of July 31, 2000 were accepted as submitted.

LIAISON REPORT

Mr. Hennessy reported that the Township brought Mr. Boland to court for removal of trees from the Township greenway. Judge Foley, who was brought in from a different jurisdiction, ruled that plaintiff must make restitution.

PLANNING BOARD

Present on behalf of a site plan for New Jersey-American Water Company on Swimming River Road were Andy Why, design engineer Dave Reeves, Sherry Roth of Gannett Fleming, and Kevin Keane. In order to meet new U.S. Environmental Protection Agency standards, they propose a change in chemicals used for water treatment, and a 7,320 sq. ft. addition to existing facility to house the chemicals. Total disturbance will be approximately 12,000 sq. ft. A list of current and proposed chemical treatments is made a part of these minutes. Treatment capacity itself is not being increased. They are requesting waiver of Environmental Impact Report, and offer instead an ÒEnvironmental Planning DocumentÓ which was prepared to satisfy requirements of the New Jersey Department of Environmental Protection (N.J.D.E.P.). Additional impervious coverage is only 3%. The buildings are all sprinklered.

Present on behalf of Lunvan, PB #539A, Block 53, Lot 20, were Richard DiFolco, PE, and Dan Kenivan. This is a 4 lot clustered subdivision on Hockhockson Road almost opposite Water Street, and abutting the Township boundary line with Tinton Falls. Mr. Domidion and Mr. DiFolco made a site inspection on September 22 and determined that there is a line of American chestnut trees of 17Ó Ð 18Ó caliper where the subdivision road right-of-way was proposed. Mr. DiFolco moved the road about 20 feet west in order to save these trees. They will be located on a greenway lot and belong to the Township. Plans also include saving a 24Ó caliper sweet gum tree and a row of larches. The greenways will all be fenced at the rear and side property lines. A detention basin is proposed in an easement in the rear of a lot which backs onto wetlands.

Present on behalf of Kelly Design Group, PB #551, Block 8, Lots 6, 6.01 & 6.02, were Richard DiFolco, PE, and James Kelly. This is a 10 lot clustered subdivision of 1.25 acre homes on the northwest corner of State Route 34 and Conover Road, backing onto Fulling Mill Brook. Applicant proposes to develop only the western half of the site at present. Applicant is purchasing a small parcel from the owner of the eastern half of the property, in exchange for which that owner requested that applicant obtain subdivision approval for the entire tract. A site inspection will be made.

PB #532, Block 46, Lots 1.52 & 17.02, for Shadow Isle Golf Club, is a subdivision creating 6 new lots along Leland Road behind the club house. Wetlands are present on the property, and the endangered corn snake may reside there. A site inspection will be made, and Mr. Domidion will contact the N.J.D.E.P. regarding the snake.

PB #521, Block 44.01, Lot 9.02, in Stone Hill Estates, proposes a swimming pool. No significant environmental impacts are noted.

Tim Anfuso referred an application for a pond for Ghulam Suhrawardi on Block 45, Lot 7.1, at the end of Mercer Road near State Route 18, to the Monmouth County Planning Board, which referred it to the Environmental Commission. The pond will be constructed with a liner, without diversion of surface waters. No significant environmental impacts are noted, except for the potential of interrupting the ground water table.

OLD BUSINESS

No progress was reported for shade tree ordinance, interagency coordination or environmental impact assessment. Mr. Domidion has discussed natural heritage mapping with Dave Shaw of the Monmouth County Shade Tree Commission, and will meet with him and a member of the County GIS Office tomorrow to develop a formal mapping project, using Colts Neck for a pilot study. Mr. Hennessy reported that letters have gone out to all property owners who have encroached on Township greenways near the reservoir. No responses have been received.
