COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF MONDAY, OCTOBER 4, 1999
MINUTES

Mr. Hennessy called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

Mrs. Cathi Trost was present to take photographs for an article about the Environmental Commission in The Colts Neck Journal.

LIAISON REPORT

Mrs. Burry reported that an ordinance prohibiting helipads in the Township was passed by Township Committee. She expressed gratitude to the Environmental Commission members whose presence and comments supported the ordinance. Substantial testimony was presented, but the applicant has nevertheless decided to litigate the matter on the basis of alleged discrimination against him.

Mr. Rodetsky, an architect, is now a member of the Architectural Review Board as well as a member of the Environmental Commission.

The first meeting of the aquifer study group is October 7. The group will draft a mission statement, and consider whether they will need outside professional assistance.

Mrs. Burry noted that several of the very old trees at Long Lane Farm are registered with the County Shade Tree Commission.

Signage has been removed from Hillsdale Avenue at Big Brook. Mrs. Burry noted large numbers of cars parked there last weekend. Despite the ordinance, people have been seen carrying huge pieces of equipment. A letter will be sent to Harold Nolan requesting that signs be put in place and informational pamphlets printed and distributed post-haste.

PLANNING BOARD

The Board has denied the Commerce Bank application on Route 34 due to safety considerations. The plan showed everything placed closely together in one area of the parcel, and a long empty tract adjacent to existing store. It would also require traffic to weave through the property, causing problems for large vehicles.

Despite requests that the large oak present at the end of Ramapo Court be marked on the subdivision for Block 50.04, Lot 4, the latest plat does not show this. It is on the Planning Board agenda for October 12. Another request will be sent to the Board. Mrs. Burry doubts that the old Van Kirk house is listed on the National Register of Historic Places, and it is in very poor condition.

OLD BUSINESS

Ms. Goubeaud reported that water testing continues throughout the Township. Hurricane Floyd caused dilution of nitrate and phosphate readings, but did not affect pW, dissolved oxygen or turbidity levels.

She has observed siltation of a formerly free-running watercourse at the comer of Lakeside and Barbary. The water no longer flows, but is still and stagnant and mosquitoes are breeding there. The Swimming River Estates development seems to have contributed to the siltation. The pipe under Normandy Road appears to be blocked. She has called the Mosquito Extermination Commission, but they have not yet visited the site.
