COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF NOVEMBER 6, 2000
MINUTES

Mr. Domidion called the meeting to order at 8:06 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

On a motion by Mr. Rodetsky and seconded by Mr. Domidion, the minutes of October 2, 2000 were accepted as submitted.

PLANNING BOARD

Present on behalf of Reliant Energy Atlantic of Houston were Mike Gross and Gene Kissler of Reliant, and John Wuestneck of Lynch, Giuliano Associates. The applicant proposes an unmanned electric generating station and substation to be used as a Òpeaking plantÓ on Block 56, Lot 4/4 and Block 56.01, Lot 3/7. This would operate only at times of peak demand, probably about 1,000 hours per year. The plant would run on hot air heated with natural gas from a New Jersey Resources pipeline located on Shafto Road. There would be no water needs, and no waste water. No chemicals will be used, and there will be no on-site storage and no combustible materials. There would be an automatic shut down for natural gas. There would be no need for sewerage, as a composting toilet will be used. The 48.7acre property is mostly wooded, with isolated intermediate value wetlands which are the result of disturbed topography. The applicant proposes to build on a high, flat open area in the center of the property, the site of a former landfill which was used primarily for household waste. No hazardous materials have been found in 11 test borings. Mr. Domidion requested a list of plant species on site, a report on surface water quality, and copies of submissions to the New Jersey Department of Environmental Protection.

A conceptual plan has been submitted for PB #554, Block 8, Lots 6, 6.01 & 6.02 on Conover Road opposite Woods End Road. This has become two separate projects, and the buffer line has been moved. A site visit will be made.

A site plan has been submitted for an entrance wall for Rancho Polo. It is inconsistent with the existing ordinance.

Mr. Domidion reported that Mrs. McGowan advised the Planning Board that the chestnut trees on the Lunvan property ( #539A) are Chinese, not American chestnuts, and are in the site triangle and should be removed. Mr. Domidion disputes that location. Mrs. Anderl suggested that the age of the trees suggests that they may be a cross between American and Chinese chestnuts. Mr. Domidion will speak with John Kuser of Princeton to see if he can make a species determination.

LIAISON REPORT

Mr. Hennessey reported that a bridge is being built which will to join the Big Brook Preserve to the Schlessinger Preserve at the end of the Schlessinger Preserve where the loop is located. The project will be planned and executed by students from the Kiva High School.

Mr. Hennessy reported that there are about 70 cul-de-sacs in the Township. Technically, this space is public land, but the Township will ask the local residents to care for these spaces as part of their neighborhood. He also noted that Mr. Boland, who had cut down trees in the public greenway adjacent to his home, is selling his home.

OLD BUSINESS

No new developments have occurred for shade tree ordinance or interagency coordination. Mr. Domidion stated that he continues to meet with County GIS about natural heritage mapping. Mr. Hennessey reported that the residents of Rivers Edge were served notices of violation of greenways, and have hired a lawyer who is also a Rivers Edge resident. Mr. Rodetsky reported that he spoke with Tim Anfuso regarding the possibility of requiring metes and bounds of easements to be shown on subdivision plats. At present, this is required only on the final plat, but since the Commission sees only the preliminary plat, that is not useful. Mr. Domidion reported that Area 12 committee assignments are being made. Ms. Goubeaud reported that the water testing team tested the pond in front of Township Hall, and found 3.5 PPM nitrate at the intake end, and only 2.5 PPM nitrate at the outflow end, despite heavy use of the pond by geese.
