COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF NOVEMBER 5, 2001
MINUTES

Present: Vince Domidion, Carol Goubeaud, Thomas Hennessy, John Vig, Gisela Anderl, Marie Goubeaud, Diana Goubeaud, Mary Massey and Shannon Merrigan. Absent: Fred Heyer and Anthony Wagar

Mr. Domidion called the meeting to order at 8:06 pm, reading the following statement: ÒIn accordance with the provisions of the Open Public Meeting Act, P.L. 1975, Chapter 231, public notice of this meeting has been provided by publication of an annual notice in the Asbury Park Press and posting of this notice on the bulletin board at town hall.Ó

Minutes of the October 1, 2001 meeting were reviewed and approved on a motion made by Mr. Domidion and a second by Ms. Carol Goubeaud.

LIASON REPORT

Nothing new reported.

PLANNING BOARD

Nothing new reported.

Application #556: A reminder to members advising of the Public Meeting on site at the Eyres Property being held on 11/6/01. A memo dated 10/5/01 overviewing same was disseminated. Lengthy discussion ensued. Mr. Domidion advised that it appears that the DEP will be involved on a going forward basis. Mr. Domidion proposed that the Commission could advertise the intended DEP visit to the site as a possible Public Meeting. He will try to coordinate with members of the commission to set up a date that works for all.

OLD BUSINESS

Shade Tree Ordinance: Ms. Massey advised that she will be putting together something fashioned on the examples she has obtained from other towns.

Greenways: Mr. Hennessey advised it would be beneficial to pursue an increase in the Code Enforcement OfficerÕs hours in order to allow for more effective policing of same.

Natural Heritage Mapping: It was noted that Boy Scout Troup 290 was looking for community projects.

Environmental Services Matching Grant: Mr. Domidion noted the availability of this $2500 matching grant. He recommended that we concentrate on the current 319 grant and perhaps look at this for next year.

NEW BUSINESS

Detention/Retention Basins Policy- Mr. Domidion noted that the Eyres property would be a good test case for this issue.

CORRESPONDENCE

Mr. Domidion distributed a brochure advising of a NJ Clean Water Council Public Hearing being held on 12/12/01 in Jamesburg, NJ.

With no further business to conduct, on a motion by John Vig, seconded by Carol Goubeaud, the meeting adjourned at 9:20. The next scheduled meeting is for Monday, December 3, 2001.
