COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF MONDAY, NOVEMBER 1, 1999
MINUTES

Mr. Hennessy called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

On a motion by Mr. Rodetsky and seconded by Mr. Vig, the minutes of October 4 were accepted.

Mr. Hennessy polled the members for a comprehensive list of the Commission's accomplishments during its history, for Mrs. Trost's Colts Neck Journal article. Among these accomplishments are: over thirty years of ensuring minimal environmental impact from development; publication of a natural resources inventory (first in the state done by volunteers alone); construction of trail systems in Township preserves; support of volunteer water testing and fish stenciling of storm drains; development of route 537 scenic corridor preservation concept; guidance of environmental legislation with Township Committee.

None.

PLANNING BOARD

Final site plans have been submitted for PB #506A, Rancho Polo, and PB#345, Colts Neck Country Club. The latter does not show the entrance to the Orchards on the adjoining property.

PB #542 is a 2 lot subdivision of 4.18 acres on Block 50, lot 25 for Maco Builders. The frontage is deficient. If the front setback were pushed back an additional 25 feet on the wedge-shaped lots, the two homes would appear as conforming lots. A wet area is present in the rear corner.

Mr. Domidion noted that the required Waiver of Environmental Impact Statement often does not accompany submitted plans. He also noted that the Township has an official list of approved road names and that developers are using names not on this list.

OLD BUSINESS

Ms. Goubeaud stated that the Monmouth County Mosquito Extermination Commission has never come to unclog the pipe at the intersection of Lakeside/Privet/Normandy Road, and she was told that they couldn't locate it. Mr. Domidion will call them, as well as the New Jersey American Water Company.

NEW BUSINESS

The Colts Neck Calendar quoted Harold Nolan of the Recreation Commission as saying that the Obre Road Preserve is not esthetically pleasing. Mrs. Anderl disputes this, and brought in samples of sweet fern and pipsissewa. She has noted that oaks are thriving. This was a gravel pit, which was then used as a dump. She stated that it is successfully reforesting, except where it was bulldozed, that oaks thrive, and she has noted trumpet honeysuckle vines. It is a wild, not manicured place.

Mr. Domidion explained the Area 12 Process. It will be similar to the Manasquan Watershed Management Study. He is looking for unfunded mandates.

Meeting adjourned at 9:23 PM. The next two meetings are scheduled for Monday, December 6, 1999 and Monday, January 10, 2000.
