COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF DECEMBER 4, 2000
MINUTES

Mr. Domidion called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

On a motion by Mr. Vig and seconded by Mr. Rodetsky, the minutes of November 6, 2000 were accepted as submitted.

LIAISON REPORT

Mr. Hennessy reported that a revised winery ordinance will be heard at the December 19 Township Committee meeting.

PLANNING BOARD

Rich DiFolco was present for Fulling Mill Estates, PB #554, Block 8, Lots 6, 6.01 & 6.02 on Conover Road opposite Woods End Road. Mr. DiFolco, Mr. Domidion, Carol & Marie Goubeaud and Tim Anfuso made a site inspection and established the limits of the stream corridor. The sensitive areas have been united by buffering. There are two lots with over 100 trees of caliper in excess of 12 inches. The Commission recommends that the piles of miscellaneous debris located at or within the tree line be removed; that the material generated by the demolition of buildings and other structures on the site including any underground tanks be removed and documented as to disposal; and that the large trees on the northern portion of the tree line should to the greatest extent possible be preserved, with the housing units on these two lots being placed behind the large trees. A memo to that effect will be sent to the Planning Board.

Reliant Energy, PB #559, is seeking permission to hook up to the water main in Asbury Avenue, instead of digging the well which was originally planned. The Environmental Impact Report states that the water quality in ponds on the property is probably not as high as in the Shark River, and likely contains leachate from the former Stavola landfill on the adjoining property. They will be required by the New Jersey Department of Environmental Protection to file a landfill disturbance/closure permit. They cannot use the methane from the landfill, as it is contaminated with sulfur. The question of fire service was raised, as this facility is so far from the rest of the Township, and sending equipment there could create a problem if simultaneous need should arise elsewhere in the Township. Mr. Hennessy will speak with the Fire Council about this. Mr. Domidion will organize a site inspection, and send a memo to the Planning Board requesting more detailed water testing.

OLD BUSINESS

Mr. Hennessy reported that the Shade Tree Commission shows no sense of urgency regarding a shade tree ordinance. He will be replaced as Township Committee liaison to Shade Tree by Ben Forester. Mr. Domidion stated that ANJEC has model shade tree ordinances, but not online. Mr. Hennessy reported that the owner of the property next to the Heyers Mill Road cemetery cut down all the trees to grow grass. He suggested an ordinance requiring a street-side buffer of trees.

No meeting has been held regarding inter-agency coordination. Mr. Hennessy continues as Greenways and Environmental Commission liaison from Township Committee in 2001. Greenways are being mapped in order to create trails for hiking, bicycling and horseback riding. The trails must be multi-use in order to qualify for state funding.

Natural heritage mapping is being done by the County, with Colts Neck as the pilot for the project. This project will include trees, historic roads and historic buildings. Mr. Domidion asked whether applicants can be requested to include metes and bounds on preliminary plats.

Mr. Domidion has been nominated as chair of Area 12. The election is January 31 at Hominy Hill. Voters must have attended one prior meeting in order to be eligible to vote.

NEW BUSINESS

Mr. Rodetsky has announced his retirement as a regular member of the Environmental Commission. He will remain as an associate member. His 25 years of service are greatly appreciated.

Mr. Pechkis has resigned from the Environmental Commission as he is moving to California.

The projected budget for 2001 is due by December 15. Postage expenses were higher this year than the anticipated $50.00. The request for 2001 will be $100.00. To save postage, paper and labor, minutes will be emailed to all members with email. Budget for dues was $300.00, but ANJEC dues were $320.00, so $350.00 will be requested for 2001. $100.00 will be requested under miscellaneous expenses for equipment for volunteer water testing. Mr. Domidion noted that there is money in the Area 12 budget for volunteer monitoring.

On a motion by Mr. Vig, seconded by Mr. Wagar, the meeting adjourned at 10:05 PM. The next meeting is scheduled for Monday, January 8, 2001.
