COLTS NECK ENVIRONMENTAL COMMISSION

MEETING OF MONDAY, DECEMBER 6, 1999
MINUTES

Mr. Hennessy called the meeting to order at 8:00 PM, reading the following statement: "In accordance with the provisions of the Open Public Meeting Law - Chapter 21, P.L. 1975, public notice of this meeting was provided in accordance with Annual Notice Procedures." (C10:4-28 of said Act.)

Mrs. Anderl's name is spelled incorrectly in the minutes of November 1. On a motion by Mr. Rodetsky and seconded by Mr. Crane, the minutes of November 1 were accepted as corrected.

LIAISON REPORT

None.

PLANNING BOARD

New prints were received for PB #542, Maco Builders, on Obre Road, now showing a 100' setback.

PB #538, Block 29.01, Lot 7, for Doyle would add lots on an extension of Stony Creek Lane. Frontage is deficient on Route 537. The property is farmed, with a tree fringe going back to Yellow Brook. The project would have no substantial environmental impact.

Subdivision on Bowie Place for Wang, Block 21.06, Lot 9/1, has been reconfigured with only two lots. However, it proposes three structures, one of which would be converted to a guest house without a kitchen. However, these would be, in effect, three residences. It is also configured to preserve one large lot which might be the subject of further subdivision at a later date.

Possible regulations for family compounds were discussed in an effort to balance fairness to the property owners with protection of Township zoning standards.

OLD BUSINESS

Planner Tim Anfuso has reviewed the proposed steep slopes ordinance and responded positively. Steep slopes would be defined as starting at 15%. The Technical Review Committee referred the shade tree ordinance back to the Shade Tree Commission. George Fessler has resigned from the Commission. Mr. Hennessy will become the liaison from the Township Committee.

Mr. Domidion spoke with the Monmouth County Mosquito Extermination Commission about the pipe at the intersection of Lakeside/Privet/Normandy Road. The Commission employees found mosquito larvae, but did not realize that there is a drainage problem. Since the drainage is under Normany Road, NWS Earle must maintain it. If this is not done, a notice of violation can be sent by the Township.

Ms. Goubeaud reported the November and December water testing results were consistent with past testing, revealing increased dissolved oxygen, decreased nitrates, and decreased pH, probably due to tannic acid from fallen autumn leaves. The group, which coordinates with the Monmouth County water testing program, met others from the Cedar Drive, Colts Neck High School, and Brookdale's High Tech High School who were testing water, but apparently not under County auspices. There is concern that time and effort may be wasted in possible duplication of effort if the testing programs are not centrally coordinated. The current grant for supplies is almost maxed out, and the water testing group is looking for $2,000.00 in grant money for chemicals for next year. Mr. Domidion offered advice on seeking grants.

Mrs. Anderl has written to the Colts Neck Calendar disputing Harold Nolan's remarks that the Obre Road Preserve is not esthetically pleasing.

NEW BUSINESS

Mr. Hennessy, who has been elected to the Township Committee, thanked all the Commission members for their hard work and dedication over the 17 years he has been Chairman. As Township Committee liaison to the Environmental Commission, the Shade Tree Commission, and the Board of Health, he will have increased opportunities to serve as a steward of the environment.
